I wasn't there, but as a wild guess, by Day 2 after the hurricane they may not have had much paramedic stuff (first aid supplies, etc.) left in the hotel to help out with. Possibly helping 500 people - including some sick, some elderly, and some newborn infants, by their account - get out of the city by arranging for 10 buses might have seemed, at the time, to fall within the definition of helping. JMHO, FWIW.
