You want some other things he had the power to do and didn't:
Mobilize the military.
Mobilize federal workers. Brown asked for 1000 people to do PR duty 6 hours after the storm was over. That's it.
Issue orders to that boat in the Gulf.
Open barracks on federal military bases.
Approve Blanco's requests to deploy several states' national guardsmen promptly - it took 3 to 4 days!
Why didn't he do it. And what about the planes!
