I dunno about the per capita thing, there are a lot of people in TX (I mean, if you had the same percentage of idiots in TX as in CT, you wouldn't hear about the CT people much because who wants to live there, plus the ones not in Hartford would buy off the papers so it wouldn't get reported)
BUT
I blame it on unnaturally low taxes, which leads to a crappy environment which causes brain damage and crappy schools to fuck up people who somehow managed to avoid the brain damage.
