So, Malibu and Manhattan Beach are nicer, but yet they all hang out in Santa Monica? I don't buy it. But I could see maybe that SM has lots of public parks/public areas (even other than the beaches) that may make it in some ways more hospitable on a physical, if not a legal, level.
