Credit Card Fraud Question

I'm sure someone has experience with this type of nightmare.

Besides writing a complaint to Capital One directly about this entire mess, which are the other proper government agencies to complain to?
Say someone was pretty drunk one day when he received a credit card solicitation enclosing a check, and say he thinks he might have...
