Say someone (me) had their mail stolen while they were away for the Xmas holidays, and thereafter filing a police report and US mail report.

He later finds out that, apparently, that the thief apparently cashed one of those incessant credit card advance checks that this particular credit card company (Capital One) sends you unsolicited every two weeks.

Say he immediately reports the fraud (immediately being relative, since it took 4 attempts (3 hang ups) and two hours to get past the phone options, initial person in India and get a supervisor) and is finally told they will freeze the fraudulent check charge and mail further information.

Say he receives a new statement - in the new account number - 25 days later, and it still shows the charge, now plus a late charge and interest on the whole thing.

Say he calls the credit card company, and after wasting another hour of being passed around, he is told that - yes, nothing has been done - so sorry, however, you have to call back monday since that's not our job and the division of the fraud department you need to speak to is only open during the week.

I'm sure someone has experience with this type of nightmare.

Besides writing a complaint to Capital One directly about this entire mess, which are the other proper government agencies to complain to?
