I think that's right. They take the highest percentage in any given county as the max. Then they subdivide somehow. It looks like the top range is about 50% of the maximum, then it's 25-50%, then 10-25%, and then 0-10 (or zero). Under their system it makes it look like everywhere but the south is Catholic dominated. Although that might make the Pope happy, that is clearly not the reality (or Kennedy would not have been the first and last Catholic president).
