FWIW, I don't look anyone I don't know personally twice unless they are (i) horrifically mishapenly fugly, in a circus freak sort of way, or (ii) I want to schtup them.
If I make pleasant conversation with anyone I didn't previously know it is generally indicative of (ii) above. Except in contrived social situations but then, for the most part, I only speak with people I previously knew (other than the bartenders and wait staff, out of necessity). I don't like meeting new people. I am shy.
