It was completely responsive to that charge, asshat. If you pay for certain level of usage, and use exceeds that, you get shut down because you haven't paid the bill for more usage. This can happen because ordinary use exceeds what you expect -- say, because you were expected to run unopposed in the primaries -- or because "hackers" cause extraordinary use.
