Generally speaking the hugeosity of the breasts themselves determines the cup size and the number is the around-the-chest-under the actual breasts. I guess maybe someone who grew up on top of Mount Everest might have really overdeveloped lungs that caused the rib cage to expand that much. But normally, it's just fat.
I do not acquiesce in the FB's memorandum decision.
