They seem to me to be trying for eye contact. I assume it is for the inverse reason Spanky went for it - they know that if they look a patron in the eye, they're more likely to make the (likely a) guy feel they really like him so he'll give more money. That said, it seems kind of rude *never* to look them in the eye.
