I can understand why people don't eat dogs. I think it's a dumb line to draw, but I understand it. But I think it's funny that we look down on other cultures that do eat dogs. The octopus thing is ridiculous.

If you can shoot a horse because it breaks its leg, you should be able to shoot it because you're hungry (or can get some $ for it because someone else is hungry).

Well, then the answer would be to not allow them permits. If you want to maintain the wild mustang population, do so. But it should be the same process as any other hunting license and the goal should be to protect their numbers. If they don't need protecting or if there are too many of them, then by all means, round 'em up and serve 'em up.
