Whether or not it was strategy/an act, it seemed like Howie was trying to annoy the piss out of everyone this season, especially Will. In sequester, he's very mad because (i) George was HOH, and got Chill Town'd into nominating Howie as a replacement nominee (actually, Boogie had won some special power, and made some very direct threats that if George didn't nominate Howie, Boogie would use this power to George's detriment. This was dirty pool, as Boogie was not supposed to reveal that he had won this power or what it entailed); and (ii) Chill Town told him he was going to be safe, and then voted him out.
Also, it was clear that this season, unlike last season, he was not one of the cool kids. That hurt his pride, I'm sure.
