I have elevated what appears to be soliciting a 16yo boy for sex, talking about, hoping for it -- and doing all of the above time and time again -- to actual sex. Because apparently that's where he was trying to go. (And at this point, we don't know if he succeeded.)
But, again -- please stand on the "it was ok because while they were in DC they were of age" defense. I applaud this.
It's right up there with "Bush never said that HE believed Iraq was buying uranium from Niger!"
