What is the utility of wearing a short-sleeved t-shirt over a long-sleeved t-shirt? Or is it purely a fashion statement? I don't get it. It seems like the short-sleeved one should go under the long-sleeved one.

It looks cute. Esp. on an 11 month old.
You get the same layering utility, plus you get to show both shirts. Admittedly, that's a bit like wearing your panties over your pants, but not totally. I have never done either myself.
