None of the other contestants objected at all to the way the over budget issue was handled, and none of them looked particularly surprised about it. It could say "you are not allowed to present a collection budgeted over $8,000" (as I believe they were written, and as how the show played it out) instead of "you are not allowed to submit a collection budgeted over $8,000. Submission of the collection will occur one day before the presentation of the collection." (as you advocate).

The judges did not have an opportunity to take a look at the over-budget collection, so the extra that Jeffery had brought with him was thoroughly irrelevant to the outcome, except to the extent it counted against him when they were told about it.
Sure, you can explain it away by saying you need to see the rules. But I wonder if you really think the rules allow for what he tried to do or if you think the show just wanted to put his collection out there.

The judges are not in a position to gauge how much Jeffrey spent once the collection hits the runway, so there has to be a point where the collection is being submitted beforehand. Now, if you think the rules say that they can do whatever they want before formally showing, meaning an attempt to submit receipts for more than $8,000 will be met with the show allowing each contestant to simply pull a piece that will put them within the $8,000 limit, okay. Maybe so. We'll agree to disagree. But that would be outrageously stupid since that would be essentially the same as saying, "We think you are incapable of adding on your own."

Also, he tried to sneak in a piece he didn't have a receipt for. I suppose, as you see it, as long as it isn't presented on the runway, he can try to sneak it past without fear of punishment.

Why do you think he was so nervous and then relieved when the show let him go? He knew he tried to get away with some shit and he did.

I don't understand your last point at all. It was only irrelevant because they let it slide. If he had his way, he would have presented using everything that he could, putting him at an advantage. The only distinction you're making is that he got caught before the runway show. If he had been caught after or during, you would be okay with him getting the boot. But you can't possibly be arguing that he didn't get caught trying to bend or break (depending on how you look at it) the rules.
