But everytime there is a practical solution put forward to demand higher standards from the children some liberals comes in and blocks it.

it is more parents than you think. my kid's district has our semi-rich neighborhood and a poorer neighborhood. Our elementary school is great- theirs sucks.
now take it to really poor- inner city Detroit. lots of broken families, andwhat parents there are struggling just to keep above water.
my kid's school has a teacher's union, it just also has tons of parents that don't let the teachers coast.
the problem is what to do where there isn't adequate parental involvement.
