it is more parents than you think. my kid's district has our semi-rich neighborhood and a poorer neighborhood. Our elementary school is great- theirs sucks.

now take it to really poor- inner city Detroit. lots of broken families, andwhat parents there are struggling just to keep above water.

my kid's school has a teacher's union, it just also has tons of parents that don't let the teachers coast.

the problem is what to do where there isn't adequate parental involvement.
