Duh, charter schools* work in part because kids in them (a) have very involved parents who make the effort to get in (even if there's no academic requirement, you still have to make an effort) (b) are themselves motivated enough to make the effort to get in) or (c) both (a) and (b).
*you may substitute school choice or vouchers or similar things for charter schools
