The effect is to subsidize people who already send their kids to private school but only to enable a relatively small number of middle-class families who otherwise could not afford private tuitions to instead send their kids to another school.
I go back and forth on vouchers. If vouchers are instituted, I agree with you 100% that they need to be sufficient to pay for a decent school so poorer kids don't get screwed. It would at least have to pay for Catholic School. I think private schools are much more efficient than public schools, and that vouchers would create a healthy competitive environment, but I don't know if I want my tax dollars paying for some kid in Idaho to attend some militia school. There would have to be some serious rules on curriculum. This country has been balkanized enough by "multi-culturism"; I think vouchers may just finish the trend. That would suck.
