The person already sitting has the choice. If he is friendly with the person in the window seat and the two are talking, or if the person on the inside seat is an attractive woman, then the outside-sitter should move over. Otherwise, getting up to let the newcomer have middle is perfectly OK.
If anyone suggests that I should move to accomodate (or because he is the type of person that thinks that moving people around suggests power) I simply suggest that he shut the fuck up.
