I can assure you that the DC government has changed its approach. They now send around a table explaining how they will get the snow cleared within X hours, depending on the amount of snow. E.g., 2 inches is gone in 12 hours; 6 inches is plowed within 24 hours; 24+ inches is plowed by Easter. However, despite those commitments, they never, ever meet them.
How many times has it snowed enough (and the snow lasted long enough) even to trigger these commitments? I mean, give them a chance to prove themselves!
