You're right. It's probably snowed a dozen times since they first issued their proclamation, and they've met the commitment of clearing 2" of snow in the three instances where the temperature went up to 45 immediately after. Huzzah!

A proclamation! How exciting!
I lived through the DC blizzard of January 1995, which happened over a weekend and closed everything for (close to) a week, and I was one of the stupid people who tried taking the metro when the federal govt decided to open on Thursday even though they only had the weekend trains available (they decided that was a bad idea and reclosed on Friday). One of the top 5 worst experiences of my life. I'm actually surprised no one was pushed onto the tracks at Metro Center that morning.
Maryland and Virginia did an excellent job clearing the snow. DC? Not so much. (No money in the budget to keep any snow plows in working order, apparently. This was during Berry's second stint in office.)
