I think he has been planning to run for president since 2004. The best way to run for president is to make it look like you didn't want to run, but you have acquiesced to a call to duty. Gore is hoping for a ground swell call to get him to run, so it will look like he was pushed into it, but if the ground swell does not materialize by September, he will find an excuse to jump in anyway.
