I find this odd. The hoops for getting a children's passport are much higher. Both parents have to be present, and there are other things. The concern is that one parent will abduct a child to a foreign country, and the other will have no way to get them back.
So, we then exempt people going to Canada from the passport requirement for children?

Canada is not and never has been a foreign country. It's not like going to Texas or, god forbid, Arkansas.
