And it really wouldn't serve the broader purpose of telling teams not to make up their mind on the basis of the fact that a candidate was in the same fraternity as the owner, or has a similar golf handicap, or got chummy with him at some minstrel show.
The point of the rule is to force teams to "think outside the box." That is, interview people that they wouldn't in their white-blinders way, otherwise look at, because they're not the same, retreaded coaches that constantly resurface with a new team.
THat's why the Lions were punished: they went straight for a coaching retread without any kind of broader consideration of other candidates. That's what the league is trying to discourage.
