No, under that theory, they'd both be good, but Wrigley would be slightly better because they filled the house.

Percent of capacity is not an unreasonable way to measure fan interest/devotion within a sport*. Otherwise, the default will almost always go to the biggest freakin' venue in the largest city. "Leading in attendance," without more, tells you nothing.

*Provided, of course, that you're comparing apples to apples, and not doing something stupid like comparing college football stadiums to professional baseball stadiums.
