What makes it even easier is they get to choose the circuit.
This bill is purely rhetorical, and allows members to pander to the right or candidates to stump on a current member's vote against.

I believe the 7th circuit upheld PBA laws from MI and WI and possibly IL. Easterbrook. There was a spirited dissent, though.
