Don't know about the NYC, but in DC Verizon has the subway covered, but others can roam on to their system (as I do with AT&T--don't know RP's problem)
When I first got AT&T service I could never get a signal in the metro, so I gave up. I also had a basic in case the car breaks down on 14th street and I have to call AAA eleven times to see where the fuck the tow truck is plan, so the roaming charges would have been outrageous.
