I think he meant that the elite upper class are more common (a/k/a boring, closed-minded, afraid of change) than the traditional commoners.
I agree. The upper crust bores me to death. It's like being at that wedding where the bride and groom entertain EVERYONE the entire evening w/out having an ounce of fun. Get out there and celebrate - it's YOUR wedding...
