that's an interesting question. Let's stick with domestic.
Do you mean for quality of his/her best work? Might go for Bruce Lee (although that's kind of cheating since we really only have Enter the Dragon for domestic), Damon, or Harrison Ford.
Best action sequences in otherwise crappy movies? Statham, Stallone, Arnold, The Rock, or maybe even Jovavich.
For the sheer amount of good successful action movies? Maybe I go with Ford or Cruise over Willis.
Or are you talking just the best overall? I might still go with Harrison Ford. Star Wars trilogy, Raiders and Indiana Jones, Bladerunner, Patriot Games and Clear and Present Danger. That's quite the resume.
