Underwear only enables one to get lazy with self-control. We of the commando persuasion keep the sphincters taut.
Re boxers specifically, though I used to wear them about the house casually at times, with clothes, they're basically shorts for wearing pants (or other shorts). You're already wearing shorts or pants, the function of which is to cover up in a socially acceptable, perhaps even stylish, manner. You don't need shorts for wearing pants, or shorts, any more than you need contacts for wearing glasses.
