That's a nice story, but I don't think it's what happened. Federal spending has been relatively consistent over time, in real terms and as a proportion of GDP. Republicans blow holes in the deficit by cutting taxes without cutting spending. The reason why the deficit exploded under W. and then again under Trump is that they presided over massive tax cuts that they didn't pay for.
