My understanding is the T man needed to send in the National Guard, as DC has no governor. He umm, didn't see the need? But Va's Gov send in the Va NG.
I took con law as if it were pass/fail, but is there some mechanism for the joints Chiefs to tell the Pres "umm, no, that is crazy?"
