It was pretty clear at the time that if the recounts had continued under the color of state law, Gore would have won. It wasn't the Secretary of State's job to set the standards for counting ballots. Maybe you are forgetting how a bunch of GOP operatives staged a faux riot to try to stop the counting. For the most part, it wasn't Democrats who tried to stop counting votes. There is a reason for that.
FWIW, I was involved in some of the litigation, on Gore's side of course.
