Maybe. This Texas Monthly article goes into it, though. The woman who pushed it through is a freshman white woman. She doesn't seem the type to talk to Hispanic clergy. The biggest change was the make up of the court. And the absence of the staunchest defender of reproductive rights on the bench that we've ever had.
I was chatting with some OBs today. There is a very real chance that high-risk maternal fetal medicine specialists will leave the state because of this. Too dangerous to stay. Lots of women and children's lives have been put at risk.
The legislature knows this, and they do not care.
