Tens or hundreds of millions of people didn't die because China stopped community transmission while it was rampant around the world. None of that is about Shanghai, although Shanghai might not have happened had the rest of the world not completely failed (or had China developed a more effective vaccine or more successfully deployed it).
Weird, though, that China criticism is about lockdowns and not failure to vaccinate everyone.
