Actually, they won't issue it. I know this only because "6" is my mother's favorite number and when they first started offering personalized plates in NY my dad wanted some combination of sixes on a plate for her. Wellllll, with neither the DMV person nor my father thinking about it he took "666" because it was the only strictly sixes combo left.
Long story short, my mother had an all blacked out car and was getting Jesus pamphlets on her car and my dad was going to take the plate back until a call from a high-ranking DMV person came in stating that "we never should have issued that plate." My dad, being the rebel he is (yeah, right), refused to turn it in and he kept it until they fled the state for warmer climes a few years back.
