Actually, they won't issue it. I know this only because "6" is my mother's favorite number and when they first started offering personalized plates in NY my dad wanted some combination of sixes on a plate for her. Wellllll, with neither the DMV person nor my father thinking about it he took "666" because it was the only strictly sixes combo left.
Long story short, my mother had an all blacked out car and was getting Jesus pamphlets on her car and my dad was going to take the plate back until a call from a high-ranking DMV person came in stating that "we never should have issued that plate." My dad, being the rebel he is (yeah, right), refused to turn it in and he kept it until they fled the state for warmer climes a few years back.

My roommate from college was issued a license plate that had three letters and then 666 (or maybe 666 and then 3 letters). Not a vanity plate - it is just what they gave him. He was going to ask to get another plate instead, but then thought that it would be bad luck to give that much credence to his license plate number. To my knowledge, he never got Jesus pamphlets or any other special treament because of his license plate.
