As far as cup fluctuation, yes it can change. Mine changes if I lose or gain weight. I think if I weighed what I should weigh, I would be a B, that is what I was at my most svelte.
The interesting thing though is when I am thinner my breasts don't look smaller, they probably look a little bigger in fact. In comparison to the rest of my frame that is.
