Perhaps not the concept, but the selective invocation. When you've been in your canoe on Lake Randymossa in July, do you tell people that it was 92, but 77 with the wind chill.
It's those of you who live in appallingly variable climates who need wind chill to exagerate just how bad it was out there. When we Northern Californians talk to each other, we can just say, "it was below 50 out there," or, "it was above 75," and the rest of us wince in sympathy.
