I guess it depends on the size of the salary cap. If it was one under which every team could afford to pay to the limit of the cap, your problem is solved. But I see your point. Without revenue sharing, you're never going to come to that number because (1) teams would agree on a number which fell somewhere between the Yankees' and the Pirates' payrolls and (2) players will force the union to push it as close to the Yankees' payroll as possible. The problem is,
the players will never agree to a salary cap. And as big a bobble head as Selig is, that ain't his fault.
But even if they instituted revenue sharing and a salary cap that worked, mid-market and small market teams would scream bloody murder when they work their magic and their teams became wildly successful and they have to share that revenue with teams like The Mets in a big market who are underperforming and not so profitable.
I just don't see the problem being solved. Ever.
