I think that is unusual. In Ohio and most of the other places that have tried vouchers, the voucher schools are primarily religious. The reason is that the vouchers are not for large amounts of money and the kids only get access to schools that are partially subsidized by a religious organization.
The vouchers are usually for about how much? Isn't it only about $2-3k? That will generally only cover the cost of a church-subsidized school.
