On 9/12, I don't recall any certainty, just strong suspicion, that al Qaeda was to blame. And that was because it was assumed no other organization had the wherewithal for such a coordinated attack.

Of course, on 4/20, they were assumed to be responsible for OkC, too.

That said, several bombs on multiple trains looks more al qaeda than EtA, based on news accounts.
