Majority of Spanish against involvement with US, government in power going against those wishes, this inflames and increases anti-involvement feelings.
They didn't care who won - as long as the winner gets out of the US alliance. Plus, they wanted to purely punish for being part of it in the first place.
Spain just said OK. You Win. We're sorry. Please don't hurt us. We didn't really like the WTC design anyway.
