Unless you have some information to suggest that McCain dictated or edited that transcript -- you may be reading too much into someon's choice of punctuation.
I'd think its just as easy to believe that, while bound and determined to support the reelection of the President from his party (whom he dislikes), McCain still believes that his fellow decorated Navy veteran, with whom he's cooperated for years in the Senate at least on VA issues -- is not "weak on defense" and would not harm the national security of our country if elected. However, after having to "clarify" the VP thing last week, he feels compelled to hem and haw a bit.
