Not Me was assuming you need a government to require catastrophic coverage. There's a market failure here. So we're just debating what sort of government role would best address it.

Because the mandate is not the sort of thing that will work well. You know that lots of people will not sign up.

You have got to be kidding me. Doctors won't and can't do this, so the question is whether you're going to decline to pay doctors who treat these people. And if you won't, they'll find some other way to hit your for this money.
