I don't think the arrest numbers correspond to actual numbers of foriegners in Iraq. I can think of myriad reasons why foreigners make up only a small percentage of the arrests, first and foremost being that they are better financed.
Moreover, it is not just the AQ members actually in Iraq who are focused on Iraq. Many of them are in Iran or Syria. That doesn't mean that they aren't focused on Iraq but is a good reason why they aren't arrested in Iraq.
As for my reasons why I believe this is true, I remember all those intercepted AQ communications talking about how important getting the US out of Iraq is. They seem pretty focused on Iraq.
