In TCOTU, the last time there was a taxi fare-hike, it was supposedly so that all taxis could have air-conditioning, and that there would be a "Taxi Rider's Bill of Rights" or some such nonsense that would set forth what the rules of the road (as it were) were. If the rules are not followed, refusing a tip was "permitted".
So, if a taxi didn't have a/c in the summer, I told the driver at the beginning of the ride that I wasn't going to give him a tip, but that I'd be happy to get out and hail another cab. I never got any complaints from the taxi drivers, and never once did one of them take me up on my offer to take a different cab.
