Well, first of all, that wouldn't work because some of those who are misbehaving have political and religious agendas that they won't abandon for cash. They are going to have to be dealt with by their own people.
Second, building the infrastructure rather than just handing out cash is necessary for Iraq eventually to become something other than the nightmare it is.
