Yes and no.
Al Q sure finds a way to get those modern videotapes from a cave in Afgha-paki-stan to the Al J satellite feed. And OBL isn't all that backward when he uses a satellite phone to call in to Al J.
Without a bully pulpit like Al J, Al Q could never feed its message to the masses. They are symbiotic*
* Yes, they do the same for the PLO, Hamas, the Al Aqsa Brigades, etc.
