It sounds bad, that's what's wrong with it. She didn't anticipate that the Patriot Act or the FISC decision saying that the FBI didn't need that act to drop the "wall" between intelligence and criminal investigation.

The whole thing is a show trial. The memo is as meaningful as requiring Rice to testify in public.

Query: do any of the members of teh Commission figure on having any prominent political jobs ever again?
